Another NARA Historical Document Thief Sentenced

Washington, DC . . . Today, the U.S. District Judge Catherine Blake sentenced Jason Savedoff  to twelve months and one day in prison, plus two years probation, for conspiracy and theft of historical documents from cultural institutions in four states, including the Franklin D. Roosevelt Presidential Library in Hyde Park, New York.

Among the items known to be stolen from the Roosevelt Library, which is part of the National Archives and Records Administration, were seven “reading copies” of speeches that President Roosevelt delivered. They contained President Roosevelt’s edits and handwritten additions, along with his signature. The speeches have all been recovered.

Savedoff’s co-conspirator, Barry Landau, pled guilty, and was sentenced on July 28, 2012, to seven years in prison and three years of supervised release.

Archivist of the United States David S. Ferriero thanked the Maryland Historical Society, the National Archives’ Holdings Protection Team and Office of the Inspector General, and the U.S. Justice Department, for bringing the case to justice. He stated:  “Close coordination with these tireless stewards allowed us to stop Jason Savedoff and Barry Landau, to build a case against them, and to bring them to justice.”

The Archivist continued, “The security of the holdings of the National Archives is my highest priority. I will not tolerate any violation of the law that protects both records and property that belongs to the U.S. government and the American people.

“The National Archives does not stand alone. All repositories of historical records and artifacts are faced with the serious challenge to keep their holdings secure. Any theft of our nation’s records is an irreplaceable loss. We at the National Archives must remain constantly vigilant, to ensure the protection of our nation’s precious heritage, while at the same time balancing the right of every American to have access to original records.”

 

Under the current leadership, the National Archives has become more vigilant, including by ensuring the establishment of the Holdings Protection Team to assess, determine, and implement security measures to ensure the public’s access to their holdings. The Holdings Protection Team has instituted a program of security studies, risk assessments, and increased security, monitoring, and screening at National Archives facilities nationwide. The Holdings Protection Team provides training to National Archives archivists and research room staff (and other employees), as well as to staff at other institutions, all aimed at increasing awareness and communication of security issues. The National Archives has also instituted a number of other measures aimed at preventing theft, such as closed-circuit cameras, exit searches, mandatory staff training, and outgoing mail inspections. 

 

According to court records, seven “reading copies” of President Roosevelt’s speeches were stolen when Savedoff and Landau visited the Roosevelt Presidential Library on December 2, 2010.

“Reading copies” are the actual copies of the speeches from which the President read. They contain edits and handwritten annotations made by him and bear his signature.

Four of these “reading copies” of speeches were sold to a collector on December 20, 2010, for $35,000.  Three other “reading copies” of inaugural addresses delivered by President Roosevelt were recovered elsewhere. Each was valued at more than $100,000, and one was the water-stained reading copy of the inaugural address President Roosevelt delivered in a steady rain in 1937.

Damage reports are surfacing in the aftermath of Hurricane Harvey. Today we discuss how two Texas library collections have fared, and disaster recovery strategies for genealogy researchers. I’ve got a fantastic get-started video tip for those trying to rescue documents, photos, and other family heirlooms–and the two steps everyone should take to protect their priceless genealogical collections.

My heart goes out to those who have been in the paths of Hurricanes Harvey and Irma recently. Knowing I live in Texas, many of you have asked how my family is doing. I’m happy to report that the storms didn’t reach those of us here north of Dallas. However, our daughter Hannah and her husband, while thankfully safe after evacuating from their home on the Texas shore, suffered the loss of their car and other possessions, and Hannah’s workplace was destroyed. They are now part of the relief and recovery efforts, and look forward to when they will be able to return to their home, which is currently uninhabitable. We feel very blessed that they are safe and sound, and our prayers go out to all who suffered losses.

Disaster Recovery for Genealogy Libraries

As lives are secured and order begins to be restored in devastated areas, I’ve wondered how various genealogy libraries and archives have fared. Genealogy Gems listener Chris emailed me with an alert that the Clayton Library Center for Genealogical Research in Houston, Texas has suffered some damage. “So sad for genies!” she writes. Indeed! The Clayton is one of the top public library genealogy research centers in the United States.

Not wanting to disturb their recovery efforts with a phone inquiry, I’ve turned to Google searching and social media for a status report. The Houston Public Library Foundation states that the Clayton is among one of 10 library locations that are “unable to open due to various building damages.” The Clayton Library Friends Facebook page offers more specifics–and this hopeful report:

“Yes, there was some flooding at Clayton Library and according to Susan Kaufman, Manager, Clayton Library is closed this week. Clayton Library staff will be deployed to other libraries that are open.

Clayton Library did suffer some water damage but it was not really that bad. They just need to decide how best to proceed since they were planning on doing renovations soon anyway.”

CityofHouston.news tells us what Clayton staff may be doing at other library branches: “The services and resources that are available at your library system include free access to WiFi and computers, one-on-one assistance with filling out applications and forms, and access to the expertise of library archivists who can assist you in preserving and saving precious family memorabilia such as books, letters and photographs that may have been damaged in the storm.”

Down on the coast, another library system wasn’t so fortunate. The Port Arthur Library will remain closed for months, reports the Port Arthur News. “The Port Arthur Public Library was one of many buildings hit hard by Harvey,” states an article by L.V. Salinas. “It sustained flood damage and the subsequent mold issue inundated buildings often face afterward. It also sustained substantial damage and loss of property of its books, computer equipment, archives and more.”

Crews are working to clean up and preserve what they can. High priority is being given to their historical and genealogical resources: “One of the costlier processes was the freeze-drying of irreplaceable items like genealogy records, microfilm, Port Arthur historical photos and collections. The intent, as performed by companies contracted by the city, was to prevent any further damage from taking place, kill the bacteria that’s present and preserve the items long enough for a transference of information by experts.”

The Port Arthur History Collection is proudly described on the library website; it includes a collection of historic photos that were lovingly organized by volunteers and placed in archival-quality storage. “It’s one of our highest buy testosterone medication priorities,” states a library official in the article. “It’s time sensitive, and it has to happen now….We have to preserve it now.”

Disaster Recovery for Genealogy Researchers

As genealogists, we to have our personal and precious libraries and archives. We build trees in software–some of us spending hundreds or thousands of hours on them. We may have files, books, and other research materials. Many of us are family archivists: the stewards of priceless original family documents, photos, and other artifacts. Here’s some level-headed counsel for after a disaster strikes–and here’s what the rest of us should be doing now, before another disaster.

After a Disaster: Take It One Step at a Time

If you’ve been affected by a recent disaster, I’d like to share this fantastic, level-headed advice from Rennee Tallent, Galveston Historical Foundation’s Manager of Historic Collections (Galveston, Texas was hit by a hurricane in 1900–the “deadliest natural disaster in American history”):

I love her compassionate advice:

“Walking into [your home after a disaster] is very overwhelming. Try to take a deep breath and think about the things that matter most to you and what your priorities are. Take it one piece at a time: after you’ve finished that one, move on to the next.” -Rennee Tallent, Galveston Historical Foundation’s Manager of Historic Collections

Start your recovery efforts with whatever matters most to you, Renee says. But she reminds us that certain items are more vulnerable to destruction than others, so try to also focus on things made out of paper and photographs, then cloth, then wood. Leave your china, silver, and glassware until these other items have been stabilized.

Before Disaster Strikes: Digitize and Back It Up!

If a disaster strikes, most of us won’t have the time to grab all our genealogy research files, photographs, and other precious heirlooms. But many of these items are one-of-a-kind–unless we make them two-or-more-of-a-kind!

As family archivists, we can best preserve our past by:

  1. Digitizing it. Make high-quality digital scans of original documents and photos. Take digital pictures of three-dimensional heirlooms such as clothing, handicrafts, even quilts.
  2. Backing up your digital files. Should a disaster occur–whether storm, theft, or fire–your computer may suffer the same fate as any original documents and heirlooms in your home. So I recommend investing in an automated, cloud-based backup service for your computer.

For a few dollars a month, a cloud-based backup service will continually back up your computer files to a remote server. In the event of any loss (including a computer crash), you can download them again. Having a digitized version of those original Civil War letters or photos isn’t quite the same as the real thing–but it’s so much better than having them disappear entirely. And if you’re like me, your computer doesn’t just house your photos and research files. It may have hundreds or even thousands of work files, personal files, music, or video files and more.

Questions Asked in the 1950 U.S. Census

What questions were asked in the 1950 census? In this week’s video I’ll explain what was asked, and how the answers given can help provide clues for additional research about your family. You’ll also learn what was not asked and which questions were asked for the first time in 1950. Then we’ll wrap up with my Genealogy Pro Tip for the 1950 Census.

We’re all looking forward to the 1950 census coming out in April 2022, followed soon after by the searchable index. But before we dig into it, it’s helpful to know what kinds of questions were asked and what kind of information you can expect to find about you, your parents, your grandparents or even your great grandparents.

The U.S. Federal Census is taken every 10 years here in the United States. Typically in genealogy we see more and more questions being asked each decade, which is awesome for us as family historians. But did you know that the 1950 population questionnaire actually asked FEWER questions than its predecessor in 1940.

Yep, according to the U.S. Census bureau, in 1940 every household was asked 34 questions. However, in 1950 they were asked just 20 questions. As we go through the questions I’ll let you know what’s the same, what unfortunately you will NOT being seeing, BUT also the few NEW questions that were asked.

Questions Asked on the 1950 U.S. Federal Census Questionnaire

The following questions were asked of everyone in the household.

1. Name of street, avenue or road where the household is located

2. Home or apartment number

3. Serial number of dwelling unit

4. Is this house on a farm (or ranch)?

5. If no, is this house on a place of three or more acres? (New question for 1950 thanks to the expansion of suburbia.)

6. Corresponding agriculture questionnaire number

7. Name

8. Relationship to head

9. Race

Census takers were instructed to assume that all members of the related household were the same race. For unrelated people they were to ask. And if you see a description you are unfamiliar with, consult the 1950 census enumerator instructions.)

10. Sex

11. How old was this person on his last birthday?

It was expected that there would be some folks who either didn’t know their exact age or didn’t care to share it. Census takers were instructed to try to zero in and get as accurate as possible. If age wasn’t known, they were instructed to enter an estimate as the very last resort, and footnote that it was an estimate.

12. Is this person now married, widowed, divorced, separated, or never married?

Marriage codes found in this column:
MAR = married
WD = widowed
D = divorced
SEP = separated
NEV = never married. People under the age of 14 were automatically labeled as never married. Also, common-law marriages were reported as Married, so while marital status can be an indicator to look for marriage records, it is possible that there may not be any.

13. What State or country was the person born in?

It’s important to note that if the baby was born in a hospital across the state line, they were reported as being born in the state where the family lived. This is important to keep in mind when hunting for birth certificates.

14. If foreign born, is the person naturalized?

This will be a yes or no. But if you see “AP” it means the person was born of American parents abroad or at sea. Also, if born at sea they were an American citizen if their father was, or if they were born after 5/24/1934 and either parent was American.

Before we get to the last six questions which were asked only of people 14 years of age and older, let’s take a look at the questions you might have expected to see that were asked in the previous 1940 census but were not.

Questions Not Asked in the 1950 Census that Were Asked in 1940

These questions include:

  • Home owned (O) or rented (R)
  • Value of home or monthly rental if rented
  • Attended school or college at any time since March 1, 1940?
  • Highest grade of school completed
  • Residence, April 1, 1935
    • City, town or village having 2,600 or more inhabitants. If less, enter “R”
    • County
    • State (or Territory or foreign country)
    • Farm?

Questions Asked in the 1950 Census of People Over the Age of 14

You may be wondering why the last 6 questions of the 1950 census were only asked of people over the age of 14. It’s because these questions were about employment status. Not surprisingly, these questions vary a bit from what was asked about in employment in 1940, but they are pretty similar.

  1. What was this person doing most of last week – working, keeping house, or something else?

Employment Codes used in questions 15:
WK = working
H = keeping house
U = unable to work
OT = other

16. If the person was “keeping house” or “something else” in question 15, did the person do any work at all last week, not counting work around the house? (Including work-for-pay, in his own business, working on a farm or unpaid family work)

17. If the person answered “no” to question 16, was he looking for work?

18. If the person answered “no” to question 17, even if he didn’t work last week, does he have a job or business?

19. If the person was working, how many hours did he or she work in the last week?

20. What kind of work does the person do?

    • What kind of business or industry is the person in?
    • Class of worker the person is.
      • Enumerators were to mark “P” for private employment, “G” for government employment, “O” for own business, or “NP” for working without pay

Here’s an example of an entry you might see for someone’s employment: Jewelry, Salesman, P. Armed forces was used for all types of military service.

The one glaring omission in 1950 is questions about whether the person worked for one of the government program  such as the Works Progress Administration known as the WPA or The Civilian Conversation Corp known as the CCC. This actually makes sense because these employment programs were focused on helping the unemployed during the Depression. WWII had most Americans working and doing their part in some fashion creating low unemployment. Therefore, the WPA was ended in 1943.

Genealogy Clues in the 1950 Census

Let’s quickly recap what you will learn from the answers to the questions asked during the 1950 census that can help you learn more about your family history:

You’ll see the names of your relatives and ancestors, where they lived and the relationships within the family.

You’ll find out where they were living and get the actual address. You can then use this information to find old maps, search city directories and learn much more about their neighborhood and their lives.

If your relatives lived on a farm you’ve got another genealogy gem to find which is their listing in the Agricultural census. Remember the population enumeration, the one counting people, is just one of the enumerations that was conducted. The 1950 population enumeration will give you the number where you can locate them in the agricultural questionnaire.

You’re also going to learn your relative’s age which will get you even closer to determining their birthdate. This in turn will help you locate their birth records. You will also learn the state or country where they were born.

If they were foreign born you will find out if they were naturalized. It’s a little disappointing that it doesn’t tell us the year of immigration or naturalization. However, a “yes” in the “is the person naturalized” column does provide you with an excellent clue to go look for those naturalization records. The answer is, maybe.

Pro Tip: Keep an eye out for additional questions.

As in 1940, 5 percent of the population were asked an additional slate of questions. This was to provide sample data about the population. One of those questions asked was “If female and ever married, how many children has she ever borne, not counting stillbirths?”

Supplemental Questions Asked in the 1950 Census

Here are the additional questions that were asked of just 5% of the population in the 1950 U.S. Federal Census. (Note: They were asked of all ages.)

21. Was the person living in the same house a year ago? If the answer was no, then…

22. If no to question 21, was the person living on a farm a year ago?

23. If no to question 21, was the person living in the same county a year ago?

24. If no to question 23…

    • What county (or nearest place) was he living in a year ago?
    • What state or foreign country was he living in a year ago?

25. What country were the person’s mother and father born in?

26. What is the highest grade of school that the person has attended?

    • Enumerators were to mark “0” for no school; “K” for kindergarten; “S1” through “S12” depending on the last year of elementary or secondary school attended; “C1” through “C4” depending on the last year of undergraduate college education attended; or “C5” for any graduate or professional school.

27. Did the person finish this grade?

28. Has the person attended school since February 1st?

    • Enumerators could check a box for “yes” or “no” for those under thirty; for those over thirty, they were to check a box for “30 or over.”

For members of the household who were 14 years and older, they also answered these questions centered around employment details, money, military service previous marriages and the question Suzanne is hoping to have answered – children born to women in the household.

30. Last year, how many weeks did this person not work at all, not counting work around the house?

31. Last year, how much money did the person earn working as an employee for wages or salary?

33. Last year, how much money did the person receive from interest, dividends, veteran’s allowances, pensions, rents, or other income (aside from earnings)?

34. If this person is the head of the household: last year, how much money did his relatives in this household earn working for wages or salary?

35. If this person is the head of the household: last year, how much money did the person earn working at his own business, professional occupation, or farm?

36. If this person is the head of the household: last year, how much money did the person receive from interest, dividends, veteran’s allowances, pensions, rents, or other income (aside from earnings)?

37. If male: did he ever serve in the U.S. Armed Forces during…

    • World War II
    • World War I
    • Any other time, including present service

38. To enumerator: if the person worked in the last year, is there any entry in columns 20a, 20b, or 20c?

39. If yes, skip to question 36; if no, make entries for questions 35a, 35b, and 35c.

      • What kind of work does this person do in his job?
      • What kind or business or industry does this person work in?
      • Class of worker

40. If ever married, has this person been married before?

41. If married, widowed, divorced, or separated, how many years since this event occurred?

42. If female and ever married, how many children has she ever borne, not counting stillbirths?

A Blizzard of New and Updated Genealogical Records

It’s snowing like crazy in some parts of the U.S. this week and it’s blown up a blizzard of great new and updated genealogical record collections! Take a look at this week’s round-up  for Bishop’s Transcripts in England, Veteran Memorials in New Zealand, and records for Peru, United States, and Canada.

England – Devon – Bishop’s Transcripts

England, Devon Bishop’s Transcripts, 1558-1887 is a collection found at FamilySearch. Though a rather small collection, these Bishop’s transcripts contain an index from the county of Devon and cover the years of 1558-1887. Availability of records will vary by year and locality.

Starting in 1598, parish priests were to make a copy of their parish register and send it to the archdeacon or bishop each year. Many priests stopped producing bishop’s transcripts with the beginning of civil registration in 1837, but they did not fully disappear until after 1870.

As bishop’s transcripts generally contain more or less the same information as parish registers, they are particularly valuable when parish records have been damaged, destroyed, or lost. However, because bishop’s transcripts are copies of the original records, they are more likely to contain errors than parish registers might be.

This collection refers to baptism, marriage, and burial records. Baptism record entries are the most common in the index, followed by burial records, with marriage records being the smallest portion.

England – Worcestershire – Probate Records

The Worcestershire Probate Index 1660-1858 at Findmypast contains over 51,000 records taken from four types of probate documents. Each record includes a transcript only, however the transcript may include some or all of the following information:

  • First and last name(s)
  • Sex
  • Date
  • Occupation
  • Place
  • County
  • Country
  • Document type

England – Buckinghamshire – Marriages

The Findmypast collection titled Buckinghamshire Marriages contains over 49,000 records. The collection consists of transcripts covering 26 parishes within the English county of Buckinghamshire. These transcripts will cover the years between 1538 and 1838. Here is the list of parishes and years covered within this collection:

New Zealand – Church Records, Veteran Memorials, and Civil Service Examinations

Three new databases for New Zealand are available at Findmypast. The first, New Zealand Officiating Ministers 1882 is an index containing over 600 records and covering 13 religious denominations. Each record includes a transcript that will reveal the officiator’s official title and the church they served.

The second collection titled, New Zealand Waikaraka Cemetery Memorial 1902-1940 will help you find out if you have military ancestors who were memorialized as veterans who fought for the Empire and died at the Auckland Veterans’ Home between 1902 and 1940. Each record includes a transcript that will list their birth year, death year, age at death and force or regiment.

Lastly, the final collection at Findmypast is the New Zealand Civil Service Examinations 1906-1907. More than 700 records are available to explore and uncover the details of those who sat for the annual examinations for admission to, or promotion in, the Civil Service in mid-December 1906 and mid-January 1907. This collection is of transcripts only, but may contain the following information:

  • First and last name(s)
  • Examination location
  • Notes

Peru – Puno – Civil Registration

Also at FamilySearch this week, Peru, Puno, Civil Registration, 1890-2005 has been updated. This collection includes births, marriages, deaths, and indexes. Some of these records have been indexed and are available for search. It should be noted that these records are written in Spanish.

United States – California – Cemetery Transcriptions

California Cemetery Transcriptions, 1850-1960 is a small collection at FamilySearch, but keep an eye on it as it will likely be added too. The collection consists of abstracts from cemeteries for 1850-1960 in the following counties:

Cemetery abstracts are actually quite useful to genealogists, especially if there has been a loss of death records in the targeted area.

Cemetery abstracts may contain the following information:

  • Names of Parents, Husband or Wife

WWII Veterans – Interviews

We have found a free collection of oral histories and interviews of WWII veterans from around the world. Chronicles of Courage: Stories of Wartime and Innovation is an online video archive of in-depth interviews put together by the Flying Heritage Collection. The project, which took 15 years to complete, went live Wednesday on the 75th anniversary of Pearl Harbor. All 335 video interviews — some of which are two hours long — will be available on the Flying Heritage Collection’s website at www.flyingheritage.com/chronicles.
Another free collection includes eyewitness accounts by U.S. military personnel and family members in Pearl Harbor at the time of Japan’s 1941 attack. You can now access this site online. The Pearl Harbor Archive (http://1941.mapping.jp/), also carries photos of U.S. warships ablaze and sinking. The interactive website material was gathered by Katrina Luksovsky, 49, an American living on Ford Island in the center of the harbor. The website was created by Hidenori Watanabe, 42, an associate professor of network design at Tokyo Metropolitan University.
The website works similar to Google Earth and is really quite remarkable. If you are a WWII buff, this is right up your alley!

Canada

The Canadian Museum of History and Library and Archives Canada collaborate on new exhibition gallery. This gallery is named Treasures from LAC and will showcase some of Canada’s most historically significant documents, making them more accessible to Canadians and enhancing public understanding of Canada’s history and heritage. Many of the documents showcased in the gallery will be referenced in the Canadian History Hall, a new permanent exhibition opening July 1, 2017 at the Canadian Museum of History. The LAC documents will complement the Hall and add greatly to the visitor experience.
