How to Find Draft Registration Records and What They May Tell You about Your Ancestors

Do you have ALL your ancestors’ U.S. draft registration records–from the Civil War until after World War II? These documents may be filled with genealogy clues, whether your ancestor served in a war or not. Military expert Michael Strauss presents this roll call of U.S. draft registration records you’ll want to check!

Military records can lead genealogists to many new sources of information. One of the first records that you may come across (for our United States ancestors) that could provide unknown information are found in draft registrations. The records are civilian in scope, but can provide clues of prior military service or proof of current war conditions.

The National Archives holds custody overall for the bulk of the draft registrations from the Civil War to post-war World War II. The Archives organizes their records by grouping numbers. The Civil War draft registrations are found in two record groups, RG59 and RG110. Later draft registrations are found in RG147. In all cases, finding aids are available to locate and obtain copies.

Civil War draft records date back to the first national draft which was signed by Abraham Lincoln on March 3, 1863. This draft only applied to men residing in states under Union control. The draft includes several lists detailing information about men eligible to be drafted to fight for the Federal Army. This included consolidated lists for men between the ages of 20-45, which are grouped and divided into two classes of records. This list contains the name, residence, age, race, marital status, place of birth, any former military service, occupation, and remarks for each registrant. (Remarks might include ineligibility based on religious reasons or former service in the Confederate Army.)

Other registrations included medical exams, statements of substitutes, and case files of persons who were draft aliens. (Aliens were ineligible for military service and therefore contain files that document their nativity.) All of these are at the National Archives.

The last group of records includes the descriptive rolls that contain the name, age, physical descriptions, where born, occupation, when and where drafted, and remarks. The descriptive books are located at the regional branches of the National Archives and can be accessed by researchers, as these have not been filmed or scanned. Records are divided into two separate record groups: RG59 (Department of State) covered those men who were aliens and RG110 (Provost Marshal) has all the other lists of men being drafted.

The only Civil War draft registration records available online are the consolidated lists; click here to search them at Ancestry.com (subscription required). On the Confederate side, there are a limited number of draft records available, some at the National Archive and some in the custody of individual state archives.

World War I Draft Registration Records

For a number of years, there was no draft or draft registration. However, when the United States entered the war in Europe on April 6, 1917, the country was totally unprepared for overseas campaigning. This conflict forced our government to consider other means to recruit the tens of thousands of men it would take to wage this war. The Selective Service Act of 1917 authorized the President of the United States to increase the military establishment being passed by Congress on May 18, 1917. The Act directed the Provost Marshal General Office (P.M.G.O.) to select men eligible for military service.

All men were required to register, native-born or aliens. The draft is separated into three registrations:

  • The 1st draft registration was dated June 5, 1917 for men aged 21 to 31 and consisted of 12 questions.
  • The 2nd draft registration was dated June 5, 1918 for men who had turned 21 since the previous registration and included a supplemental registration on August 24, 1918 for men turning 21 after June 5, 1918. Each consisted of 10 questions.
  • The 3rd draft registration was dated September 12, 1918 and was intended for all men aged 18 to 45 years. It consisted of 20 questions.

Each registrant was required to provide their name, age, birth date, and birthplace (in 2 of the 3 registrations), occupation or employer, nearest family, and a summarized physical description.

By the end of World War I, nearly 24 million men had registered for the draft (this number excluded registered enemy aliens and those already in the military). The original draft cards are at the National Archives branch in Morrow, Georgia. World War I draft registrations are available online at Ancestry.comFamilySearch.org,  Findmypast.com and fold3. FamilySearch is the only one with free access (a personal subscription or library access is required for the others).

World War II Draft Registration Records

The eve of World War II saw the passage of another conscription act. This act was the Selective Training and Service Act of 1940, and was the first peace time conscription in United States History. This act officially established the Selective Service System. The draft during World War II consisted of seven registrations. The “Old Man’s Draft,” or 4th registration, was for men born between 1877 and 1897, with the other six registrations intended for the younger adult men born after 1897:

  • 1st: October 16, 1940, included all men 21-31.
  • 2nd: July 1, 1941, for those men who reached age 21 since the first registration.
  • 3rd: February 16, 1942, for men ages 20-21 and ages 35-44.
  • 4th: April 27, 1942, for all men between the ages of 45 and 64. The registrants were not eligible for military service (this is the “Old Man’s Draft”).
  • 5th: June 30, 1942, for all men between the ages of 18 and 20.
  • 6th: December 10 – 31, 1942, for all men who had reached the age of 18 since the previous registration.
  • 7th: November 16 – December 31, 1943, for American men living abroad between the ages of 18 and 44.

Registrants were required to provide their name, address, birth date, birthplace, and employer’s information, along with a contact individual who would always know the registrant’s information or address. The form also asked for the telephone number of the registrant in addition to a more complete physical description.

Several of the states that recorded the “Old Man’s Draft” were lost. The National Archives no longer has these records available. These states include: AL, FL, GA, KY, MS, NC, SC, and TN.

Not all of the World War II Draft registrations are available online. Less the states above, view 4th registrations online at Ancestry.com, Familysearch.org (index and browse-only images) and fold3. The fold3 database includes 25 states and territories: AL, AK, AR, AR, CO, CT, DE, FL, GA, HA, ID, LA, MD, NV, NM, NC, OK, PA, UT, VA, WV, WY, and the District of Columbia and the Virgin Islands. (On Ancestry.com, the number of states is limited to AR, GA, LA, and NC.) Other states are in the process of being added. However, the remaining states are only available directly from the National Archives in St. Louis, MO.

Some of the other registrations are also available online for a selected grouping of states.

Expert tip: It is not uncommon to find men registered for both World War I and World War II draft registrations, which would depend on their ages.

Post-World War II Draft Registration Records

The draft and registrations didn’t cease with the conclusion of World War II. It was active from 1948 until 1973, when President Richard M. Nixon officially signed legislation that ended the draft. This was suspended in 1975, and five years later, in 1980, President James E. Carter again brought back into activity the Selective Service System. This came in response to the Soviet invasion of Afghanistan. To date, the Selective Service System still remains active, requiring all men to register within 30 days of their reaching the age of 18 years.

To gain access those records not online from World War II, and for the later registration cards for men for the Korean and Vietnam conflicts and for other years, researchers will need to contact the National Archives in St. Louis, MO. This office handles the original cards for all men born between April 28, 1877 and March 28, 1957. The National Archives fee schedule is in place to request the records by mail. A copy of the Draft Registration Card (SSS Form 1) alone costs $7.00, or order a copy of it along with the Draft Classification History (SSS Form 102) for $27.00. Draft Registration Records for Men Born after 1960

The law never required men to register who were born between March 29, 1957 and December 31, 1959. The National Archives doesn’t hold copies of records for men born after January 1, 1960. Sanborn Maps and Other U.S. Resources: New Genealogy Records Online

Thousands of Sanborn Fire Insurance maps and a national Civil War burial database are among new genealogy records online. Also: newspapers in Florida, Hawaii, Illinois, Louisiana, and Pennsylvania; vital records for Idaho, Utah, and Washington; Catholic parish records for the Archdiocese of Boston; Maine cemetery plans; New Hampshire Civil War records and New York passenger arrivals.

Breaking news! The Library of Congress has put online nearly 25,000 additional Sanborn Fire Insurance Maps–and more are coming! Over the next three years, more will be added monthly until all 50 states are covered from the 1880s through the 1960s.

Sanborn maps show detailed information about neighborhoods, buildings, roads and more for thousands of towns in the U.S. and beyond. A sizable collection of pre-1900 Sanborn maps are already online at the Library of Congress (use the above link). Watch the short video below to learn more about them. Civil War burials. Ancestry.com’s new database, U.S., Civil War Roll of Honor, 1861-1865, lists over 203,000 deceased Civil War soldiers interred in U.S. cemeteries. “Records in this database are organized first by volume and then by burial place,” says the collection description. Entries “may contain the name of soldier, age, death date, burial place, cemetery, rank and regiment.”

Newspapers. We’ve noticed the following new digital newspaper content online recently:

  • Florida, Illinois, Pennsylvania: Newspapers.com recently added or updated newspaper content for the following newspapers (with coverage shown): Chicago Tribune (1849-2016), Fort Lauderdale News (1911-1991), South Florida Sun Sentinel (1981-2017) and the Morning Call [Allentown, PA] (1895-2017). (With a Newspapers.com Basic subscription, you can see issues through 1922; a Publisher Extra subscription is required to access issues from 1923 onward.)
  • Hawaii: Newspaper content has been recently added to the Papakilo Database, an online archive of The Office of Hawaiian Affairs. The collection currently contains nearly 12,000 issues from 48 different publications, with a total of 379,918 articles. Coverage spans from 1834 to 1980.
  • Louisiana: A New Orleans feminist newspaper is now available online at Tulane University’s digital library. An online description says: “Distaff was the first and only feminist newspaper published in New Orleans….Distaff served as a forum for women’s voices in politics, activism, and the arts….A preview issue was published in 1973 and the newspaper continued to be published until 1982. There was a hiatus in publication from 1976-1978.”

State by state:

Idaho vital records. New for Ancestry.com users are two Idaho vital records databases, Idaho, Death Records, 1890-1966 and an Idaho, Divorce Index, 1947-1966. A companion Ancestry.com database, Idaho, Birth Index, 1861-1916, Stillbirth Index, 1905-1966, was recently updated.

Maine cemetery plans. “Many Maine cemeteries have plans originally created courtesy of the Works Progress Administration, which reside at the Maine State Archives,” states a recent post at Emily’s Genealogy Blog at the Bangor Daily News website. The post advises us that all of them–nearly 550–are now viewable online at DigitalMaine.com (search for WPA cemetery plans). “These plans are great for locating veterans; some graves are coded by the war of service,” advises the post. “With such an item in hand one could also visit the appropriate town clerk and locate a civilian’s burial as well, I should think.” Thanks for that tip, Emily!

Massachusetts Catholic church records. The New England Historic Genealogical Society (AmericanAncestors.org) has added 13 new volumes to its browse-only collection, Massachusetts Roman Catholic Archdiocese of Boston Records, 1789-1900. “This addition, drawn from the collections of St. James the Greater in modern-day Chinatown, includes the largest volume we’ve scanned yet–1,035 pages,” says an NEHGS announcement. The collection description states that an index is being created and will be available to site members in the future.

New Hampshire Civil War records. The free site FamilySearch.org has added about 25,000 indexed names to its collection of New Hampshire, Civil War Service and Pension Records, 1861-1866. The collection contains an “index and images of Civil War enlistment papers, muster in and out rolls of New Hampshire Regiments and pension records acquired from the New Hampshire state archives.”

New York passenger lists. FamilySearch.org has added nearly 1.2 million indexed names to the database, New York Book Indexes to Passenger Lists, 1906-1942. According to the collection description, names are taken from “books of indexes to passenger manifests for the port of New York. The indexes are grouped by shipping line and arranged chronologically by date of arrival.”

Utah birth certificates. Nearly 33,000 names have been added to an existing FamilySearch database, Utah, Birth Certificates, 1903-1914. “This collection consists of an index and images to birth certificates acquired from the Utah State Archives,” says the site. “The records are arranged by year, county, and month within a numerical arrangement by box and folder number. Many of these volumes have indexes at the beginning or end.”

Washington vital records. Ancestry.com subscribers with relatively recent roots in Washington can check out two new databases relating to marriage: Washington, State Marriage Indexes, 1969-2014 and Washington, Divorce Index, 1969-2014.

We Dig These Gems! New Genealogy Records Online

Here’s our weekly roundup of new genealogy records online. This week: Australia, Belgium, Czech Republic, England, Germany, Japan, Mexico, Wales and U.S. passport and homestead records.

AUSTRALIA – QUEENSLAND. Ancestry.com has added several indexes for Queensland, Australia: Prison and Reformatory Indexes (1824-1936), Property Indexes (1842-1895), Index to Aliens (1913) and Occupational Indexes (1857-1922). These indexes all come from the Queensland State Archives. You can search them for free at Ancestry.com or from the QSA website.

BELGIUM CIVIL REGISTRATIONS. FamilySearch has updated its civil registration collections for several parts of Belgium (dating back to the 1500s for some areas): Antwerp, Brabant, East Flanders, HainautLiège and West Flanders. According to FamilySearch, these collections include “civil registration(s) of births, marriages and deaths from the Belgium National Archives. The collection also includes marriage proclamations, marriage supplements, and some original indexes.”

CZECH REPUBLIC SCHOOL REGISTERS. Over a million browsable digital images from the Opava State Regional Archive have been added to a free collection of Czech Republic School Registers (1799-1953) at FamilySearch.org. “School registers contain the full name for a child, birth date, place of birth, country, religion and father’s full name, and place of residence.”

ENGLAND AND WALES SCHOOL RECORDS. Findmypast.com has just added about 687,000 new school admission records for 41 counties in England and Wales (1870-1914). Original records may include names, residence, birth data, school name and location, parents’ names, admission information, father’s occupation, any exemption from religious instruction, previous school attendance, illnesses/absence and even exam results.

ENGLAND – CORNWALL. Several new collections on Cornwall are searchable at Ancestry.com: Congregational and Baptist Church Registers (1763-1923), Workhouse Admission and Discharge Records (1839-1872), Militia and Sea Fencibles Index (1780 – 1831), Bodmin Gaol Records (1821-1899), Penzance Dispensary Admissions (1828-1841), Truro Police Charge Books (1846-1896) and Inmates at St. Lawrence’s Asylum, Bodmin (1840-1900).

GERMANY VITAL RECORDS. Ancestry.com has recently added a new collection of death records for Mannheim. It has also updated collections of birth records for Hamburg; birth, marriage and death records for Regen County (dating to 1876) and birth, marriage and death records for Oldenberg.

JAPAN GENEALOGIES AND VILLAGE RECORDS. FamilySearch.org has added nearly a quarter million browsable images to its collection of Japanese village records (dating back to 709 AD) and nearly 60,000 browsable records to its collection of Japanese genealogies (dating to 850 AD).

MEXICO CIVIL REGISTRATIONS. Ancestry.com has updated its collections of indexed images to Chihuahua, Mexico birth, marriage and death records from civil registrations. The collections are in Spanish, so use Spanish names and locations.

U.S. HOMESTEAD RECORDS. Ancestry.com’s collection of U.S. Homestead Records (1861-1936) has recently been updated. According to the collection description, “Homestead files consist of unbound documents that include final certificates, applications with land descriptions, affidavits showing proof of citizenship, register and receiver receipts, notices and final proofs, and testimonies of witnesses. These documents are part of the Records of the Bureau of Land Management (formerly known as the General Land Office), Record Group (RG) 49. The collection currently includes records from Arizona, Indiana, Nebraska, Nevada, Ohio, and part of Iowa. Additional records will be added in future updates.”

U.S. PASSPORTS. Nearly 40,000 indexed names have been added to FamilySearch.org’s free collection of United States Passport Applications (1795-1925). These are a fantastic resource for finding immigrant ancestors and those who traveled a lot. Click here to learn more about U.S. passport records.

How to Use Snagit 

One of the things that we all work really hard to do is solve family history mysteries. And as we do that, we are finding all kinds of goodies. But the trick is that we have to capture them. Right? If we don’t, then we may end up losing the trail.

Last week, we talked about citing the sources that we find. This week, we’re going to be capturing our findings in a very visual way, and actually incorporating those source citations. And we’re going to be doing it with the tool that I really absolutely use every single day. And that’s Snagit.

And lots of people ask me about how I do my videos, my screen capturing and imagery and all that kind of stuff. It’s with Snagit©. It’s a fabulous product by a company called TechSmith. I also use their video product, Camtasia. Today we’re going to talk about Snagit because I really see this as being such an incredible tool for genealogy. I use it literally every day with my genealogy as well as in everything I do to put together this show for you each and every week.

The Image-Capturing Challenges that Genealogists Face

To understand the value of a tool we need to make identify the problems we face and see how it solves them. Here are some of the challenges genealogists face when it comes to capturing images:

  • We don’t need or want to save the whole page. (Why waste all that ink printing it or storage space saving it?) We may not want to download or copy an image from an unknown website. (No one wants to accidentally put a virus on their computer!)
  • The page in its entirety is blurred when printed. (This often happens with newspaper pages.)
  • We need to capture a very long or wide page that can’t be displayed in its entirety on the screen.
  • We want to annotate or add a citation to the source image.
  • It takes extra time to save to items to your computer and then add them to other documents in other programs.

Do you identify with some of these challenges? I sure do.

Let’s say that you find an article, a document, or something else, and you want to add an annotation. Maybe you want to add the source citation, a watermark, or just notes to yourself directly onto the image.

It would be time-consuming to clip the image with perhaps the free snipping tool that comes on your computer and save it to your hard drive, and then pull it into another program to annotate it. I don’t know about you, but there’s never enough time for family history so anything that we can do to save time, means we’re going to be able to spend more time with ancestors.

The solution is using Snagit.

Snagit Functionality

Here are just some of the things that Snagit can do:

  • “Capture” items that appear on your screen
  • Create videos with audio (Create > Video from Images)
  • Edit images (You can edit clipped and imported images and photos. You can also send screen shots automatically when using your computer’s snipping tool.)
  • Convert text on an image to typed text (Grab Text)
  • Create documents using templates (Create > Image from Template)
  • “Share” items to other programs with one click.

I have found that snag is so robust, and it has so many different options, I still can’t exhaust all the things that it offers me. But it’s also simple. It’s simple in the way that you use it. It certainly solves simple, everyday problems. And most importantly, it is a program that I can use not just for genealogy, but also for my business and personal use. I like to have tech tools that serve me across the board, if possible, because it takes time to get up to speed on any program. If you’re just getting programs that are only for genealogy, then you end up needing a second program to be able to do similar things in other parts of your life. Why not find tech tools that can serve you across the board. That’s what certainly Snagit does. So, while I’m focusing on showing you genealogical applications for using Snagit, just know that if you’re new to family history, or you stumbled across us this article, and you don’t do genealogy, you’re going to be able to use Snagit for just about everything.

How to Get Started with Snagit

  1. Purchase the software
  2. Download and install
  3. Open it and let it run in the background so you have easy access from your task bar

Yes, there may be a snipping tool built into your computer, and you can use Print Screen. Snagit can blow them away.

How to Capture a Screen Image with Snagit

  1. Display the desired page on your screen
  2. Click the orange Snagit icon in your task bar (Snagit should be running in the background on your computer.) This is the Capture If you don’t see it, click the blue Snagit icon to open the editor and then click the red circle Capture button at the top of the program. After your first capture, the orange Capture icon will then be open and available in your task bar.
  3. Select the Image tab
  4. Set the Selection to Region
  5. Click the large red Capture button
  6. Use your mouse to draw a box around the desired area. You may see flashing arrows. If you click one you will be ablet to scroll that direction to capture more of the page.
  7. When you release your mouse the image will appear in the Snagit editor.

Sometimes we find an item that is larger than is visible on the screen. The page may scroll side to side or up and down. Use Scrolling capture to capture everything in one piece.

How to Scrolling Capture with Snagit

  1. Display the desired page on your screen
  2. Click the orange Snagit icon in your task bar
  3. Select the Image tab
  4. Set Selection to Scrolling Window
  5. Click the large red Capture button
  6. You will see flashing arrows. Click the arrow pointing in the direction that you want to scroll in Snagit will automatically scroll down and capture. Click Stop at any time if you don’t want to capture the entire page.
  7. When you release your mouse the image will appear in the Snagit editor. You can then trim all sides by simply grabbing the handles and dragging.

In some situations you will need more flexibility in your scrolling. Panoramic capture allows you to select the region and then scroll manually, capturing exactly what you want to capture. Think of it as image capture and scrolling capture merged together. Panoramic capture allows you move both up and down and side to side.

How to Panoramic Capture with Snagit

  1. Display the desired page on your screen
  2. Click the orange Snagit icon in your task bar
  3. Select the Image tab
  4. Set Selection to Panoramic
  5. Use your mouse to draw a box around the desired area
  6. When you release your mouse a panoramic capture bar will appear. Click the Start button to being your panoramic capture.
  7. Click in the captured image area and drag the image as needed. The more precise you are in your movement the better the final image will be. You can move in any direction.
  8. When you release your mouse the image will appear in the Snagit editor. You can then trim all sides by simply grabbing the handles and dragging.

Panoramic captures work great for large items like maps, online family trees and newspaper articles just to name a few things. If you zoom out in order to capture these types of items in their entirety you will end up with a blurry item when you zoom in for a closer look. Panoramic solves this problem.

Let’s discuss a few more options for capturing hard to clip items like newspapers. Sometimes, the article you need is continued on a different page or column. With Snagit you can capture the individual pieces and then combine them.

How to Combine Captured Images with Snagit

  1. Capture each section of the article individual using Image Capture (Region)
  2. In the Snagit editor press Control / Command on your keyboard and click each item you want to be included in the combined image.
  3. Press Control + Alt + C on your keyboard or at the top of the screen click Create > Image from Template.
  4. Select the desired page layout. Custom Steps or Steps Portrait works well for articles.
  5. Click on any items (such as numbered steps) and press delete on your keyboard to remove them.
  6. The combined image can then be saved to your computer or shared to another program.

Editing and Highlighting Images

There are many ways to annotate and edit images (both captured and imported) in Snagit including adding:

  • arrows
  • text (perfect for adding source citations directly onto the image
  • call outs
  • shapes
  • stamps (Images on images)
  • lines
  • squiggles and drawing
  • step by step numbering
  • You can also modify images by cutting out portions, blurring and erasing areas, and even magnifying an area on the image!

Snagit Advanced Features and Strategies

Once you’ve mastered the basics there are many more ways to use this tool to power-up your genealogy research. Here are a few more ideas we covered in the video.

How to Grab Text from an Image with Snagit

Option 1 – Grab text from existing image:

  1. Select the image in the editor so that it is displayed in the editing area
  2. In the menu Edit > Grab Text. This will grab all of the text that appears in the image. If you only want a portion of it, click the Selection tool at the top of the screen and draw a box around the area you want to grab the text from.
  3. The converted text will appear in a pop-up window
  4. Copy the text to your computer’s clipboard by clicking Copy All.
  5. Paste wherever you want the text to appear (another document, etc.)

Option 2 – Grab Text While Clipping:

  1. Display the desired page / item on your screen
  2. Click the orange Snagit icon in your task bar
  3. Select the Image tab
  4. Set the Selection to Grab Text
  5. Click the large red Capture button
  6. Use your mouse to draw a box around the desired area. You may see flashing arrows. If you click one you will be ablet to scroll that direction to capture more of the page.
  7. When you release your mouse the image will appear in the Snagit editor. The converted text will appear in a pop-up window
  8. Copy the text to your computer’s clipboard by clicking Copy All.
  9. Paste wherever you want the text to appear (another document, etc.)

Grab Text from Windows Not Easily Copied

We’ll use the example of copying the titles of computer folders into an Excel spreadsheet. Open your file explorer and navigate to the desired folders. Since a mouse can’t be used to copy all the names in one swoop, we will use Option 2 – Grab Text While Clipping instructions above.

Create Videos with Snagit

You can compile separate images into a video and add voice narration.

  1. In the editor select Create > Video from Images
  2. Click to select the first image in the tray
  3. Click the microphone button in the video recording bar if you want to record narration.
  4. Click the Webcam button if you want to appear on screen
  5. Click the red Record button to begin recording.
  6. Click each image in the order desired for the amount of time you want it to appear on the screen.
  7. Press the Stop button when done.

How to Create a Timeline with Snagit Templates

  1. In the editor add images either by importing (File > Import) or capturing
  2. Select the images to be include by holding down the Control / Command key and clicking on them
  3. Create > Image from Template
  4. Select the timeline template
  5. Add a title and captions as desired
  6. Click the Combine button

Productivity with Snagit

One of my favorite features of Snagit is how easy it is to share items to other programs directly instead of having to save them first to my computer. It’s easy to do. Simply select and display the image to be shared and in the menu go to Share > and select the program.
